Overview
Under general supervision of the Fleet Supervisor and general supervision and direction of the Fleet Shop Foreman. The Fleet Technician supports Fleet Services operations by, performing highly skilled mechanical work to repair and maintain gasoline, diesel and electrically powered fleet cars, trucks, construction, and other power operated equipment including utility digger derricks, cranes, and bucket trucks. Considerable initiative and independent judgment are exercised in completing assigned duties to ensure the safety and operability of District-owned equipment. May occasionally be required to work various shifts and callouts in accordance with the Collective Bargaining Agreement.

Responsibilities

• Performs highly skilled work in the maintenance, repair, and modification of District-owned or operated vehicles and equipment. Operates vehicles and power-operated equipment, performs tests to locate defects in operation of vehicles and equipment, checks on repairs before returning equipment to service.
• Performs light to heavy duty diagnosis, troubleshooting and repairs of auxiliary hydraulic systems, such as pumps, valves, hoses, and other components used in complex hydraulic systems. Performs on board computer diagnostic evaluation and electrical system troubleshooting. Performs routine preventive maintenance on PUD vehicles, boats and equipment including minor and major tune ups and repairs.
• Overhauls and services assemblies and accessories, such as engines, axles, transfer-cases, multi-speed transmissions, compressed air, vacuum and electric controls, systems, and components. Performs vehicle and equipment up-fitting, fabrication, and in-service testing. Performs fleet fueling, maintenance, and field repairs on vehicles, boats and equipment. Orders and sources parts as needed.
• Provides technical assistance, guidance and direction to Fleet Services mechanics and technicians on difficult or unusual problems involving equipment repairs.
• Ensures adherence to established maintenance schedules for District equipment. Reviews completed work orders and work logs for accuracy. Quality control checks, repairs selected on a random basis.
• Updates vehicle repair status and workload scheduling as needed with other fleet employees, supervisor, and foreman.
• Instructs other District employees on the safe operational, technical and maintenance needed in the operation of the vehicles and equipment. Keeps records and generates reports as required. Maintains Fleet shops, service trucks, tools, equipment and work areas clean, organized, and in good working condition.
• Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
• As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications

Education

• No secondary education required.
• Completion of specialized technical training in automotive and/or truck repair with a light diesel certificate preferred.

Experience

• 4+ years of diversified automotive, truck and power operated equipment experience required.

Licenses and Certifications

• Valid Driver's License at hire and WA Driver's License within 30 days of hire required.
• Class A CDL License with current medical card and air brake restriction removed. within 12 months required.
• CDL Tanker Endorsement within 12 months required.
• CDL Hazmat Endorsement within 12 months required.
• CPR – Cardiac Pulmonary Resuscitation with Valid First Aid Card District sponsored within 90 days required.
• Must possess (or obtain) and maintain three (3) Automotive Service Excellence (ASE) certifications in automotive brakes, medium/heavy truck brakes and preventive maintenance inspection; and a Fluid Power Society (FPS) certification - Mobile Hydraulic Mechanic. preferred.

Skills and Abilities
A fully skilled incumbent will have the following knowledge skills & abilities:

• Knowledge of construction, design, repair, and adjustments on all common types of vehicles and power operated equipment including utility digger derricks, cranes, and bucket trucks.
• Knowledge of both light and heavy-duty electrical system regarding their role in the proper functioning of components and equipment, as well as the knowledge and understanding of the principles of operation of diesel fueled and gasoline internal combustion engines.
• Knowledge of hydraulic systems; including pumps, system design and testing, proper repair, and adjustment procedures on common types of hydraulic components.
• Knowledge of the operation, repair, and adjustments of aerial lifting devices such as bucket trucks, digger derricks boom lifts, scissor lifts and cranes.
• Good verbal and written communication skills.
• Ability to understand and carry out detailed oral and written instructions.
• Ability to read and interpret technical manuals, wiring diagrams, instruction books, specifications, shop drawings, sketches, manufacturer’s data, and blueprints.
• Ability to maintain cooperative working relationships and interact with internal and external customers and the general public.
• Ability to plan and conduct job related training, provide guidance, and establish harmonious working relationships with coworkers and others.
• Ability to organize resources, establish priorities and utilize work scheduling techniques.
• Ability to instruct, use and safely operate a wide variety of hand and power tools associated with the automobile/heavy equipment trade.
• Ability to diagnose defects and failures on vehicles and power operated equipment this includes both hydraulic and air brakes, engine and transmission diagnostics, suspension, steering, heating and air conditioning, engine performance on both gasoline and diesel engines.
• Ability to perform welding and cutting operations as well as have the ability to perform fabricating and refurbishing applications.
• Ability to work on a range of vehicles from passenger cars to Class-8 trucks and trailers.
• Ability to provide a standard set of automotive hand tools required for the position.
• To perform this job successfully, an individual is required to have basic knowledge of Microsoft Outlook; Microsoft Excel; Microsoft Word; PeopleSoft Time Entry/HRIS; Maximo Asset Management; General Office Equipment; GPS Equipment; PeopleSoft Financials; and Tough Books. To perform this job successfully, an individual is required to have advanced knowledge in tire and wheel balancing equipment; heavy equipment; gas/diesel powered equipment; tire/wheel balancing equipment; overhead cranes; overhead hoist; general shop tools and equipment; power equipment; fuel truck and fuel site; welders and cutting equipment, all shop safety equipment and PPE; operate light duty vehicles to heavy duty trucks; and operate light duty power operated equipment to heavy duty construction equipment.
• Must be proficient in reading, writing and speaking English.
